What exactly is Obama talking about here in reference to a "Civilian National Security Force"? I've heard a few snippets about this previously, but read about it again today. What about the National Guard? Is he proposing creating another force to protect the homeland? I know many from the Nat'l Guard are in Iraq, but he plans to bring them home.

Is this service voluntary? Will these people be armed?

I checked out his website and found plans to expand Americorp and the Peace Corps but not much more . . .

Senator Obama was nearly 17 minutes into his July 2 speech . . . in Colorado Springs, Colorado when he deviated from his pre-released script and performed without the teleprompter net saying,

"We cannot continue to rely on our military in order to achieve the national security objectives that we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded."

The immediate context for that amazing statement was a preview of parts of his plan to vastly expand community service opportunities for Americans of nearly all ages. He said,

"People of all ages, stations, and skills will be asked to serve."
