Maryland businessman Rob Fisher announced Thursday that he'll compete against state Sen. Andy Harris for the Republican nomination to take on freshman Democrat Frank Kratovil. Fisher owns a cyber security firm, Secure Infrastructure Solutions. Harris ousted Republican Rep. Wayne Gilchrest in the 2008 GOP primary before narrowly losing to Kratovil in the general election.
