Louisiana Rep. Joseph Cao is one of just three Republicans who are asking for congressional earmarks this year despite their party's self-imposed ban on the spending requests. The Times-Picayune reports Cao has asked for about $420 million in appropriations, joining Alaska's Don Young and Texas's Ron Paul in breaching party unity.
