Adobe Photoshop Element 4 Good buy?

I've always wanted a program to work with digital photos, and this one is on sale beginning today at Costco. Regularly $79.99, instant coupon savings of $40, so final price $39.99. I'm not willing to spend a lot right now.

I know others here have talked about Photoshop. Is this a good version, or a condensed one?

I have this program and LOVE it! I learn something new with it everytime I use it! With a price like that you can't go wrong! You won't be disappointed IMHO!

On the front it does says "also available at Costco.com" I just looked and it says that the discount will be applied with "no coupon" neccesary online.

The coupon was on a sheet they were handing out at the door last week. In my experience they always have extras at the checkstand.

Price valid June 12-18th.

EDITED TO ADD: It also said there was another rebate (mail in?) if you are buying it as an upgrade.
